AUTHORIZATION TO USE IMAGES, DRONES AND TO CARRY OUT EVENTS
EVENTS
The Fernando de Noronha archipelago comprises two Conservation Units: The Marine National Park and the Environmental Protection Area. To carry out an event in one or both conservation unities, it may be necessary to request authorization. See our Normative Instruction No. 5, of September 23, 2019.
How does it work?
The first step is to know if you really need to request authorization to carry out your event.
CASES IN WHICH THE REQUEST IS NOT NEEDED:
Events characterized as weddings and/or adjacent ceremonies on the beaches of the APA are exempt from authorization from ICMBio Noronha, since:
● Do not exceed the number of 50 guests;
● Respect the structure of 30 chairs, altar for the celebrant, entrance porch, and panel behind the celebrant;
● Be finished by 7:00 p.m.: At this time, all equipment, instruments, and objects used in the organization must have been collected.
It is necessary to know the conditions for carrying out such events by accessing the Circular Letter SEI nº 2/2021-ICMBio Noronha.
Even if your event does not need environmental authorization from ICMBio, it is necessary to request authorization from the Territorial Authority of the State of Fernando de Noronha (ATDEFN) via email: [email protected]
I NEED AUTHORIZATION. WHAT DO I HAVE TO DO?
If your case does not fit those described above, you must request authorization to carry out the event. You can start the request by accessing the Gov.br portal and, after registering, search for Event Authorization in the Federal Conservation Units.
The more details provided when filling out the request, the better.
The procedure will be forwarded digitally. You will receive progress updates to the email registered in the system. If this does not happen, log in to the Gov.br portal and go to "My Requests."
How much does it cost?
A fee for events in the Marine National Park area may be charged. The calculation and issuance of the GRU for cases where charges are incurred will be done directly through the gov.br portal.
How long does it take?
Up to 100 calendar days is the estimated time for the provision of this service.
IMAGE USE AND DRONE USE
The capture and use of the image of Conservation Units require special attention. Mainly in integral protection conservation unities, such as the Marine National Park, where maintaining the wealth of biodiversity and the welfare of animals is a priority.
How does it work?
The first step is to know if you really need to request authorization to use the image.
CASES IN WHICH THE REQUEST IS NOT NEEDED:
When the images are captured for personal use, it means, for social networks, wedding/engagement rehearsals, graduations, meetings, etc. In these situations, requesting authorization is unnecessary as long as you capture these images only in areas where visitation is permitted, without altering the visitation routine, and within the Park's regular opening hours.
I NEED AUTHORIZATION. WHAT DO I HAVE TO DO?
If your case does not fit those described above, then you will need to request permission to use the image. You can start it by accessing the Gov.br portal and, after registering, search for Authorization for the Use of Image in Federal Conservation Units.

How much does it cost?
If you are going to use the image of the Conservation Units for non-commercial projects, no GRU will be issued. Cases such as documentaries, digital content, destination disclosure, or any other material not linked to the sale/purchase of a specific product or brand are exempt from payment.
Cases that involve the commercialization of the image of the Conservation Unit, such as advertisements, essays for brands, or any other material used for selling/purchasing a specific product, will be charged via the issuance of a GRU.
The value is R$ 3,480.00 per working day. The daily charge was determined in Ordinance 366 of 2009, with the last update of the amount in Ordinance 547 of 2019.
How long does it take?
The request analysis may take up to 5 (five) business days for one conservation unit and 10 (ten) calendar days for more than one unit. In cases where a GRU is issued, the authorization is only generated after the payment receipt is attached to the portal.
And about drones?
ENVIRONMENTAL PROTECTION AREA (APA) OF FERNANDO DE NORONHA:
Taking off a drone in the Environmental Protection Area does not require authorization from ICMBio. However, this does not exempt the vehicle owner from being up to date with the rules and requirements of other bodies, such as the National Civil Aviation Agency (ANAC) and the Department of Airspace Control (DECEA).
FERNANDO DE NORONHA MARINE NATIONAL PARK:
The drone flight in the Fernando de Noronha Marine National Park is reserved for scientific research cases. If this is your case, just follow the procedure for Authorization of Image Use in Federal Conservation Units, mark the "use of a drone" option when filling out the online form and attach the SisBio authorization.
It is worth mentioning that if an authorization is generated for you to take a drone flight inside the Park, it is essential that the team also contact us via email [email protected], and send a filming schedule with the locations and days.
